SECTION VII: ADDITIONAL RECOMMENDATIONS OF PROJECT 1305 (FOR CONSIDERATION)

Veteran’s Day Holiday Weekend Voting:

To truly celebrate Veteran’s Day and honor those that have and are serving our Country to preserve our democracy and right to vote there is no better way than to focus our Presidential/National elections to coincide with Veteran’s Day.  Create a Veteran’s Day three-day weekend of voting that assures every American voter at least one day off work during the period to vote. Early voting and mail in ballots would still be acceptable.

District Accountability:

Require a set schedule for Representatives to be in Washington D.C. for 2 months, and in their district for 1 month, or some form that would accommodate them to hold 2-3 citizen town halls each week they are home. This would also allow for constituents to be better informed, aware of and interact with their Representative.

House of Representatives Virtual Meeting and Electronic Voting:

Allow for secure, electronic voting by members of the House - that is available now

Virtually meeting - within the next 5-10 years the entire Congress will be able to meet in one large 'virtual Capital building'

Redistricting:

End partisan redistricting with impartial Citizen Councils

Taxpayers As Venture Capitalists

Taxpayers contribute Billions of dollars to subsidize research projects, major colleges, certain industries, or even start-ups. Why does the American taxpayer get to fund these projects/companies but unlike Venture Capitalists (that also invest), get no payoff through stock ownership.

Instant Tax Credit for Buying ‘All American Made’

If a product is made exclusively in America, then it is going to cost more to purchase than if it were made in China, Mexico, Vietnam, etc. due to the American standard of living. At the point of purchase, give the consumer a 5% tax credit for supporting other Americans.

National Universal Healthcare System:

Medicare, which is a national, government run health plan for people 65 years old and older, is a combination of both government and private insurance. When a senior receives Medicare, they pay a monthly fee for the services (it’s not free) and can choose to purchase supplemental private insurance (outside of Medicare) based upon the additional benefits desired and patient affordability.

Medicare is considered to be a well-run insurance program that has lower administrative costs (around 2-4% of spending) compared to private insurance companies, which often spend 15-20% on administration and profits.

Major advantages for Americans to have a ‘National Universal Medicare’ system are:

  1. A national healthcare system ensures that all residents have access to healthcare services regardless of income, employment status, or pre-existing conditions. This would eliminate the gaps in coverage that currently leave millions of Americans uninsured or underinsured.

  2. A unified system eliminates the duplicative costs associated with private insurers competing for business.

  3. Preventive Care Access: With universal coverage, individuals are more likely to seek preventive care, reducing the burden of advanced illnesses that are more expensive to treat.

  4. Reduced Inequities: Equal access to healthcare services could help narrow disparities in health outcomes tied to socioeconomic or geographic factors.

  5. Explosion of American entrepreneurism due to increased workforce flexibility: Workers would no longer need to remain in jobs solely for health benefits, encouraging entrepreneurship and mobility in the labor market

  6. A national system would streamline healthcare delivery, providing standardized benefits and reducing confusion around networks, coverage, and billing.

  7. A single national system emphasizes collective responsibility for health and ensures everyone has access to necessary care, reinforcing social equity and solidarity.

  8. Centralized coordination allows a national system to respond more effectively to public health emergencies, such as pandemics, through unified planning and resource allocation.

Continuation of Coverage: Employees are at the mercy of their company for health insurance with 54% of Americans enrolled in employment-based coverage. Companies arbitrarily decide how much an employee has to contribute, arbitrarily reduce coverage, drop their insurance plans altogether, go out of business leaving families with no insurance coverage whatsoever.

Portion of insured Americans was 92% in 2023

Immigration Reform

Any immigration reform needs to include an additional 2%-5% Federal & State income tax on non-citizen immigrants residing in the U.S., and for an additional period of 5-10 years after becoming a citizen.

Having contributed local, state, and federal taxes since I was 16 years old that has helped build and maintain America’s current infrastructures, it is reasonable to expect a non-citizen worker, or newly naturalized immigrant to contribute more tax for a period of time since they are ab le to enjoy the ‘fruits of our labor’. For me that would represent 56 years of labor.
